The City's overall strategy for this area is to position properties for long-term redevelopment opportunities leveraged by activity centers such as Harbor Point and Lake Ray Hubbard. The Harbor Point area offers the opportunity for lakefront and lake-themed residential development, especially north of IH 30, including higher-end, relatively dense detached homes, condominiums, and perhaps some limited rental product. The existing rental housing could turn over in time as higher price-point ownership housing develops. In the long term, lodging and restaurant uses are possible (as planned), but the Point needs public spaces such as a pier, walking paths, and points-of-interest to attract a critical mass of activity.
